Well first it will create jobs in the government contract business. In texas, or wherever the fuck halliburton is headquartered, and then in the DC suburbs where the overwhelming majority of government contractors and sub contractors exist.
This is not helping the same people who have been laid off as tech companies leave places like western massachusetts, the call center reps who have lost jobs in texas, Oklahoma, minnesota, etc. It is not helping steel workers in ohio, it's not helping laid off textiles workers whose jobs have gone to china.
It's helping an already overwhelmingly affluent section of america, known as northern virgina/DC/MD. And overwhelmingly the money is being routed through unfair no bid contracts to halliburton.
The rich get richer, and get more money to siphon off the top, and continue building their portfolios and assets.
